When to Observe Ramadan Waxing (NEW) Crescent ?
The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Tuesday 16 June 2015) at 14:05 UT.
Sighting the new crescent on (Tuesday 16 June 2015) and (Wedensday 17 June 2015) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-
- It is impossible to see the crescent from the areas located under the red color. Because either the Moon on this day sets before the Sunset and/or the topocentric conjunction occurs after the Sunset.
- The crescent is expected to be seen by optical aid only from the areas located under the blue color.
- The crescent is expected to be seen by optical aid from the areas located under the magenta color. In these areas the crescent could be seen by naked eye if the atmospheric conditions are superb and the observer is experienced.
- The crescent is expected to be easily visible by naked eye from the areas located under the green color.
- The crescent cannot be seen from uncolored areas, even though the Moon sets in these locations after the Sunset and the topocentric conjunction occurs before the Sunset, but the Moon is not sufficiently illuminated in order to be seen as crescent even by optical aid.
- Kindly notice that the below graph shows the possibility of seeing the crescent from areas between 60 degrees north of Equator down to 60 degrees south of Equator.
According to the Universal Hejric Calendar (UHC), which is based on the calculated crescent visibility, the start of this month in the Eastern Region will be on Thursday 18 June 2015 and in the Western Region will be on Thursday 18 June 2015. Kindly notice that the UHC is a pre-calculated calendar, which adopts a certain criterion to start the new Hejric month. Your country/organization might adopt different criterion to start the new Hejric month. So it is highly advised to read the UHC website before giving any judgment.

1 . Time of observation: After sunset. Not Seen: ICOP member Mr. Baba Abdulai from Tamale City in Northern State mentioned that the sky was totally cloudy, the atmospheric condition was very hazy, the crescent was not seen by naked eye, the crescent was not sought by binocular, the crescent was not sought by telescope, the crescent was not sought by CCD Imaging
Mr. Baba Abdulai said: "Date of sighting effort; Tuesday June 16, 2015. The crescent was NOT seen in this location. I was at the sighting post from about 18:07 to about 18:26 local time but I did not see the crescent. It was drizzling quite heavily for the most part of the period of my sighting effort. Moon age after conjunction (as at sunset in Tamale) was only about 4 hours, with a moon lag time of about only 3 minutes; hence I really did not expect to see the crescent. Sighting community; Sagnerigu, Tamale."

Mr. Abdul-Aziz Anyang said: "As at 21:40 GMT, there was no reported information of the sighting of the new crescent from any of the other nine regions of Ghana and hence the chairman of the National Hilal Committee of Ghana issued a statement for Ramadan 1436 AH to continue on Friday July 17 and the Eid follows on Saturday July 18. May Allah accept our fasting...AMEEN."

Eng. Martin Elsaesser said: "The weather forecast for the evening was bad so i had to try daytime observation. Skies were cloudy at home around noon so i drove some 50km to the north to find clear spots. The blue patches of sky were of good quality and the crescent was wide at 12° elongation so i could easily image the crescent. I did not try visual observation due to technical problems."

Mr. Baba Abdulai said: "Date of sighting effort; Wednesday June 17, 2015. The crescent was SEEN by others in Wineba town. Personally, I did not see the crescent from my usual sighting post in Tamale. However, I have duly confirmed from Brother Bawah Suhununu who saw the crescent himself with his naked eyes in Wineba town, where he is presently attending school. Brother Suhununu is a former Imam of Tamale Polytechnic. Many reports have already come in about the sighting. It has also been announced on radio that the crescent was sighted in Accra and Wineba, by many people."

However, observation information from Edo, Ikirun and Enugu confirmed Positive naked sighting while that of sokoto observation sighted the new hilal with telescope only. Eng. Mundhir AlShibani said: "The Crescent was not seen in this location, I started observing at 18:20 before sunset to 19:34 moonset UTC+4. The atmospheric condition was very hazy and dusty at the horizon with some clouds. However the Crescent was sighted in different location (Ibri and Mahaza) by other team members."

Mr. Abu Ammar Mangorangca said: "A group of devout Muslims headed by Hadji Satar Laguindab tried to observe the hilal after sunset, Wednesday the 17th, at the seashore of Binalbagan City, Central Philippines, where there was a good view of the western horizon. Unfortunately,none of them saw the hilal, although weather was fairly good, lagtime was about 37 minutes and moon age was a little over 20 hours. They left the site after moonset. Hence, based on actual sighting we decide to start Ramadhan on Friday, the 19th of June, insha allah. But the majority of the Muslims in the Philippines follow the dating of Saudi Arabia which starts Ramadhan Thursday, the 18th. "

Mr. Nular Bary said: "Today 29th.Shahban 1436 (17/06/2015) cloudy evening in Colombo and almost entire country's sky was covered with cloud and it's a rainy day too. All the Moon sighting members right around the country reported negative sighting of Ramadan Hillal. Hence Our Colombo Grand Mosque Hillal Committee decided to complete the Month of Shahban with 30 days and start the Holy Month of Ramadan on Friday 19th.June 2015. "In Sha Allah" "

I went to my sighting place 20mnt,s before Sunset and the group's which was organized around our country was also asked to be in there respective places 20 mnt's before Sunset inorder to track the exact sighting place and to justify whether sighting will be possible after Sunset.
According to the v/curve map i guided them that if the crescent has to be sighted then the western horizon should be 100% clear without any obstructs and the sighter should have an experience in Moonsighting.The reason for these condition's was though the above parameter's show's that the crescent can be seen by everyone but in today's sighting condition it need's to be more careful due to the moon's distance from the earth.
But eventually the weather in all around our country was not favorable for sighting. Some places it was raining and some it was covered with thick clouds.So it was decided by the Colombo Grand Mosque Hilal Committee headed by Al-Alim Riyadh along with ACJU and MRCA that the month of Shaban will be completed 30 day's and the 1st of Ramadan falls on Friday." Dr. Javad Torabinejad said: "The western horizon in our town (Blacksburg) was partly cloudy and perhaps it was the main reason that the crescent was not sighted. The crescent has been sighted in other locations in the US (Tuscaloosa, AL; Loma Linda, CA: San Jose, CA, and Wildomar, CA). The report here is from Mr. Jim Lockyer of Wildomar. Mr. Lockyer reported that the sky was hazy but clear. He also mentioned that "The moon was not very bright as you can see from the photos and video. If one had not been looking for it, it could have been easily missed.""

The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Tuesday 16 June 2015) at 14:05 UT.
Sighting the OLD crescent on (Tuesday 16 June 2015) and (Monday 15 June 2015) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-
- It is impossible to see the OLD crescent from the areas located under the red color. Because either the Moon on this day rises after the Sunrise and/or the topocentric conjunction occurs before the Sunrise.
- The crescent is expected to be seen by optical aid only from the areas located under the blue color.
- The crescent is expected to be seen by optical aid from the areas located under the magenta color. In these areas the crescent could be seen by naked eye if the atmospheric conditions are superb and the observer is experienced.
- The crescent is expected to be easily visible by naked eye from the areas located under the green color.
- The crescent cannot be seen from uncolored areas, even though the Moon rises in these locations before the Sunrise and the topocentric conjunction occurs after the Sunrise, but the Moon is not sufficiently illuminated in order to be seen as crescent even by optical aid.
- Kindly notice that the below graph shows the possibility of seeing the crescent from areas between 60 degrees north of Equator down to 60 degrees south of Equator.

Dr. Sani Mustapha said: "The cannot be sighted today due ti its too much proximity to the sun."
