When to Observe Ramadan Waxing (NEW) Crescent ?


The geocentric conjunction (Geocentric New Moon) will occur Inshalla on (Thursday 23 April 2020) at 02:26 UT.

Sighting the new crescent on (Thursday 23 April 2020) and (Friday 24 April 2020) is shown in the below graphs using the program Accurate Times by Mohammad Odeh according to Odeh criterion. Where:-

According to the Universal Hejric Calendar (UHC), which is based on the calculated crescent visibility, the start of this month in the Eastern Region will be on Friday 24 April 2020 and in the Western Region will be on Friday 24 April 2020. Kindly notice that the UHC is a pre-calculated calendar, which adopts a certain criterion to start the new Hejric month. Your country/organization might adopt different criterion to start the new Hejric month. So it is highly advised to read the UHC website before giving any judgment.

Mr. Abdellatif Fareh said: "رغم صفاء السماء و صفاء الأفق الغربي و استخدام المنظار إلا أننا لم نتمكن من رؤية الهلال، هذا و نشير أنه ثبتت رؤية الهلال من طرف أحد المتحرين في مدينة الوادي بالعين المجردة، و اعتمدت شهادته لإصدار البيان الرسمي."



Australia

Brunei Darussalam


1 . Time of observation: After sunset. Not Seen: ICOP member Dr. Mohammed Hussain Ahmad from Bandar Seri Begawan City in Brunei-Muara State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Dr. Mohammed Hussain   Ahmad said: "The Ramadan 1441 crescent was not sighted at all designated locations on the evening of Thursday, April 23, 2020. As a result Brunei will begin fasting on Saturday, April 25, 2020. By the command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam, the Shariah High Court Judge, Yang Arif Haji Hassan Bin Haji Metali made the announcement on Radio Television Brunei that Ramadan will begin on Saturday, 25 April 2020."

Not Seen: ICOP member Mr. Hazarry Haji Ali Ahmad from Bukit Agok City in Tutong State mentioned that the sky was totally cloudy, the atmospheric condition was hazy, the crescent was not seen by naked eye, the crescent was not sought by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Mr. Hazarry Haji Ali Ahmad said: "Government officials made up of Syar’ie Judges and Syariah Courts officers, State Judiciary Department, Prime Minister’s Office together with officers from the Ministry of Religious Affairs, the Survey Department, Ministry of Development and the State Mufti Department Brunei Darussalam was at several designated locations for the sighting of the new moon (hilal) of Ramadan 1441 Hijrah on Thursday, 29th Syaban 1441 Hijrah corresponding to the 23rd April 2020.

The hilal was not visible in Brunei Darussalam. The announcement was made with the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar ‘Ali Saifuddien Sa’adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, following results of the observation from officials. The moon-sighting announcement was broadcast on the state broadcaster Radio Television Brunei (RTB)."



Germany

Martin Elsaesser from Munich City in Bavaria State mentioned that the sky was clear, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not sought by binocular, the crescent was not sought by telescope, the crescent was seen by CCD Imaging
Eng. Martin Elsaesser said: "Conditions were ok with clear skies and moderate haze near the horizon.
I started the observation some 40 minutes before sunset. I could quickly find the crescent with the video system and then tracked it until it vanished behind trees some 15 minutes AFTER sunset. I could not see it visually, but also did not expect to, as it was close to the sun and low.
I could even show the crescent on the screen to some people passing by my telescope, some of which were already preparing for fasting. They were quite amazed to withness a real observation of the source of their precalculated calendar."



Ghana

Mr. Abdul-Aziz Anyang said: "Have to travel to the Ashanti Region(about 240 Km from the Greater Accra region to a very special location (High ground).  The New Crescent was not seen till its setting time of 6:37 pm.

Indonesia


1 . Time of observation: After sunset. Not Seen: ICOP member Mr. AR Sugeng Riyadi from Surakarta City in Central Java State mentioned that the sky was partly cloudy, the atmospheric condition was clear, the crescent was not seen by naked eye, the crescent was not seen by binocular, the crescent was not seen by telescope, the crescent was not sought by CCD Imaging
Mr. AR Sugeng Riyadi said: "The new crescent of Ramadhan 1441 AH was NOT SIGHTED on Thursday, April23, 2020 from Assalaam Observatory, Pabelan Kartasura Sukoharjo Central Java Indonesia, the west sky was cloudy.
The crescent observation for Ramadhan 1441 AH has been successfully held on Thursday April 23rd, 2020 (Shaban 29th, 1441 AH). The observation was closed for public amid to COVID-19 pandemic. The internal team member of Assalaam observatory started the observation at 17.00 Western Indonesian Time (UTC+7). All of the optical equipment were connected to the streaming device, for broadcasting via Youtube channel of PPMI Assalaam.

The observation was led by the chair of the astronomy center at Assalaam, Mr. AR Sugeng Riyadi. A number of team member including Mr. Purnomo, Mr. Taufiq, Mrs. Aline, Mrs. Tri Ratna were helping the chair to handle the observation equipment. Two international guests, Mr. Sheikh Asyraf and Sheikh Hilal, both are Egyptian teachers, also attended the observation.

We also receive the observation report from the external members of CASA. The summary of the observation results is presented in the following notes:
1. Assalaam Observatory, Sukoharjo, Jawa Tengah, Indonesia. (AR Sugeng Riyadi, Purnomo, Taufiq Hidayat, Nanang Zaenuddin, Sirikit EU, Tri Ratna, Mila Rosyta, and Team). The crescent was not seen due to the cloudy sky.
2. Tegalwero, Banyuwangi, Jawa Timur, Indonesia. (Amandaru). The crescent was not seen though the sky was clear. This might be due to the low altitude of the crescent (below 5°)
3. Cilacap, Tanjungsari, Gunungsimping, Kec. Cilacap Tengah, Kabupaten Cilacap, Jawa Tengah , Indonesia (Naf'an A. Ramadhan ), The crescent was not seen due to the cloudy sky.
4. Karanganyar, Kebumen, Jawa Tengah, Indonesia ( Rahediestu Muhammad Arkan), The crescent was not seen due to the cloudy sky.

However, according to the ithbat council by the Ministry of Religious Affairs of the Republic of Indonesia, 1 Ramadhan 1441 AH started on Friday, April 24th, 2020."

Western horizon was covered by dark clouds.

The Hilal Committee of New Zealand decided Saturday, 25 April 2020 is the 1st of Ramadan 1441 H.

Dr. Abdurrazak Ebrahim said: "Hilaal was not seen in Southern Africa. We do not have x-ray vision."



Tunisia


1 . Time of observation: After sunset. Mr. AlTayyeb AlSahili said: "قمت برصد الهلال من بعد غروب الشمس إلى ما بعد وقت غروب القمر 19:25
استعملت العين المجردة  ومنظار 10 في 50  
مع علمي بتحديد المكان الذي يُتوقع أن يتواجد فيه الهلال حسابيا بالاعتماد على عدة برامج فائقة الدقة 
وكانت السماء شديدة الصفاء كما لم أعهدها من قبل مع وجود بعض غيوم متفرقة ولكن بعيدة عن موقع تواجد الهلال حسب الحسابات الفلكية .
.
فلم أَرَ  الهلال لا رقيقا ولا سميكا كما يجب أن يكون لو كان هلال إكمال العدة ...

* - هلال إكمال العدة يجب أن يكون سميكا ومرتفعا  لا يخفى بل يرى بكل سهولة . ( فما بالك بهلال ابن ليلتين )

ففي تبصرة الحكام لابن فرحون اليعمري: «قال أصحابنا: إذا شهد شاهدان في الصَّحْوِ في المِصر الكبير على هلال رمضان ولم يَرَهُ غيرُهما، قال سَحْنونٌ: هما شاهِدا سوءٍ، فإذا قُبِلا فعُدّ 

ثلاثون يوماً ولم يُرَ الهلالُ والسّماء مُصْحِيَةٌ، قال مالكٌ: هما شاهِدا سوءٍ، لأنّ ذلك قرينةٌ ظاهرةٌ في كذِبهما». 

فالإمام مالك رحمه الله نصحنا بالتثبت في آخر الشهر فقال : (( إذا كانت ليلة إحدى وثلاثين صحوا ولم يُرَ الهلال لا يجوز الفطر غدا ويجب صومه وتُكَذَّبُ الشهادة على دخول الشهر , لأن 

هلال إكمال العدة لا يخفى عن أحد )) , أي أنه يرى بكل سهولة . لأنه دائما يكون حجمه كبيرا  .

وحتى ابن تيمية قال مثل ذلك في مجموع الفتاوى ج: 25 ص: 185 قال : 
(( فمعرفة الكسوف والخسوف لمن صح حسابه مثل معرفة كل أحد أن ليلة الحادي والثلاثين من الشهر لابد أن يطلع الهلال وإنما يقع الشك ليلة الثلاثين )) . 
يعني أن هلال إكمال العدة يُرَى ليلة الحادي والثلاثين من الشهر قطعا بلا شك ، ويستحيل خفاؤه ، فلا بد أن يطلع ويرى عند إمام الأئمة مالك وعند ابن تيمية ... وإلا فالشهادة على دخول أول 

الشهر الحالي باطلة بوجه من الوجوه . . وإكمال الصوم واجب على الجميع في آخر رمضان ...

وكذلك قال الإمام العلامة والمجتهد السبكي ...

وقال الإمام السبكي أيضا في فتاواه (1|219): 
«والبينـة شـرطها أن يكون ما شهدت به ممكنا حساً وعقلاً وشرعاً. فإذا فرض دلالة الحساب قطعاً على عدم الإمكان، اسـتحال القول شرعاً، لاسـتحالة المشــهود به. والشرع لا يأتي 

بالمســتحيلات. أما شهادة الشهود، فتُحمل على الوهم أو الغلط أو الكذب».

فمن شأن القاضي أن ينظر في شهادة الشاهد عنده، في أي قضـية من القضـايا. فإن رأى أن الحـس أو العـيان يكذبها، ردهـا ولا كـرامة. وقد تعرض فقهاء السلف لهذه القضية من قبل . 

 مثال على ذلك :
 جاء في رحلة ابن جبير: أنه لما كان ليلة التاسع والعشرين من ذي القعدة (سنة 578هـ)، حيث انتظار هلال ذي الحجة، فكان طائفة من الحجاج المغاربة والمصريين يريدون أن يكون الوقوف 

على جبل عرفات يوم جمعة، لما لهذا اليوم من بركة واسعة، فادعوا أنهم شاهدوا هلال ذي الحجة في التاسع والعشرين من ذي القعدة، غير أن قاضي مكة ردهم قائلا: «يا للعجب! لو أن أحدهم 

يشهد برؤيته الشمس تحت الغيم الكثيف لما قبلته. فكيف برؤية هلال هو ابن تسع وعشرين ليلة؟!». وهذه الحادثة حدثت أيام صلاح الدين الأيوبي."

We are aware of unverified moon sighting claims from some counties from the Middle East and Far East today (23 April 2020). We know many of them through our ICOP network (http://www.icoproject.org/?l=en) who use CCD imaging cameras to detect the invisible moon [in daylight in Infra-Red wavelength]. Our UK ulama only consider verified moon sighting report with the human eye (Muhaqaqh Ruyat Basari) after our own sunset [in visible light wavelength] from the UK (to Morocco Region) only"

Qamar Uddin said: "I went to a good location well before sunset to set up my camera and binoculars on tripods, noted the sunset point between a tree and a telephone pole and then prayed maghrib about 8:30 pm BST. After about 10 mins, I saw Venus by the naked eye, which means I had an imaginary line between Venus and sunset point where the crescent moon (Hilal) might appear. After about another 10 mins, I saw the Hilal with my naked eye at 8:50 pm BST, Alhamdulillah. I also recorded a video which you can see on YouTube (Hilal Sighting Report for Ramadan 1441). Ramadan Mubarak to all Muslims (whenever you started it!)."

Dr. Javad Torabinejad said: "I arrived at my sighting location at 7:28 pm EDT (sunset: 8:05 pm).  The western horizon was partly cloudy and hazy.  Using a pair of binoculars (7X50), I started scanning the horizon.  I sighted Venus at 7:31 pm with the pair of binoculars and then by naked eye at 7:33 pm.  The first binocular sighting of the crescent moon was at 7:45 pm.  At 8:06 pm, I could see the moon with naked eye.  The horns were approximately at 2:30 and 7:30 O'clock (2:30;5:00;7:30).  I left the area about an hour before moonset (moonset: 9:42 pm)."

Mr. Abdul-Aziz Anyang said: "Rise time for the Waning Crescent was 4:50 am (04:50 Hrs  GMT).  I saw it above the horizon at 5:25 am and it was very clear.  A colleague of same platform "MOON ISSUES ONLY" also saw it and reported on the group platform. With this counting, the 29th Day of Shaban 1441 AH falls on Thursday, April 23...but the authorities in Ghana had declared Wednesday April 22 as the 29th Day of Shaban following the Saudi Arabia count. Nevertheless ardent followers of the sunnah are counting Thursday April 23 as the 29th Day of Shaban, 1441 AH. "
