The geocentric new Moon will occur on Wednesday 17 March 1999, at 18:48 UT. The program Moon Calculator by Dr. Monzur Ahmed -according to Ilyas' criterion- showed that the crescent will not be visible by naked eyes anywhere on 17 March . While on the next day Thursday 18 March, it should be visible by naked eyes some where starting from India. And so, countries west of this area will be able to see the crescent on this day. However, using telescopes, the crescent will be seen in more eastern areas. Thus, arrange for observing the crescent after the sunset of 18 March.

If 1st Thu Al-Hejjah will be on Thursday 18 March 1999 (which is wrong !), then Al-Eid will be on Saturday 27 March 1999, while if 1st Thu Al-Hejjah will be on Friday 19 March 1999, then Al-Eid will be on Sunday 28 March 1999. Even though the crescent is impossible to be seen anywhere on 17 March, the Saudi calendar shows that 1st Thu Al-Hejjah will be on Thursday 18 March 1999, and so Al-Eid will be on Saturday 27 March 1999 !!
The official Saudi broadcast said that according to several witnesses from different locations in the Saudi Arabia and according to Umm Al-Qurah Calendar , it is proven that the starting of Thu Al-Hejjah will be on Thursday 18 March 1999, and so Al-Eid will be on Saturday 27 March 1999. I wonder why was the announcement in this strange way ! The announcement didn't mention at all that the crescent was seen by these witnesses !! Knowing that the Moon set 15 minutes before the sunset as seen from Riyadh on Wednesday 17 March, and it didn't reach the conjunction yet at that time !!
The announcement is really puzzling, because we can't say that the crescent was seen, since the announcement didn't even mention the word "crecsent" ! On the other hand, we can't say that the crescent was not sighted, because there were witnesses ! But the announcement didn't mention what did the witnesses do !! Saudi ALWAYS used to say that the crescent was seen, even if the crescent was impossible to be seen. To compare, read the second below Saudi announcement (Ramadan 1419 AH) in which Saudi said that they saw the crescent on 18 December 1998. Knowing that on that day the crescent set before the sunset, and it didn't reach the conjunction from Saudi ! Why did Saudi change their USUAL announcement ! Anyway, I won't be surprised if they changed these dates later, as they did so many times previously (In Thu Al-Hejjah 1996 for example) ! No one saw the crescent on Wednesday 17 March 1999, since it was already impossible to be seen from anywhere nearly. While on Thursday 18 March 1999 the crescent was seen in: Iran, Saudi, Jordan, South Africa, Canada, and USA.
Thursday 18 March
In the northern India the situation is different. There was no reports of observation even in 18th March. So the Delhi Imam has declared as 20th March as the first day in Dhul-Hijj. So they would celebrate Eid on 29th March. This was announced in yesterday's newspapers."
Anyway, the sunset occurred at 17:48 local time (UT+2), but for sure the Sun had gone beyond the clouds earlier. A 3-inch telescope, as well as four binocular were used to see the crescent.
At first we saw Venus, and then Jupiter. We were aware that Jupiter is just 2 degrees away of the crescent. So I used Jupiter as a hint, and tried to search for the crescent near it until I SURPRISINGLY did see the crescent !!!!! WOOOW I shouted ! They told me later that as I saw the crescent I threw a paper I was held ! Actually I was not aware of that !! I've been trying to see the crescent for six years, and this one was the first young crescent I've ever seen ! This was the case for all of us, the youngest crescent JAS saw before this crescent was about 34 hours !
I saw the crescent by 7X50 binocular at 17:55 which is SEVEN minutes only after the sunset ! At that time it was 7.5 degrees above the horizon, and its topocentric age was 20 hours and 5 minutes, while the geocentric age was 21 hours and 7 minutes. After that, I directly rushed to the telescope, and pointed it towards the crescent, and so the others saw it. The first who saw it by naked eyes was ICOP member Mr. Hani Al-Dalee', who saw it at 18:04, which is 16 minutes after the sunset. Later on, all of us saw it by telescope, binocular, and naked eyes. I didn't want to loose this chance and I could take some photos for this young crescent. Kindly see the below photo.

"On Thursday 18 March, 1999:
In N.America the moon was seen in several town in Connecticut, Chicago and
many towns in Illinois, Xenia in Ohio, Wichita in Kansas, Kingman and Bullet in Arizona, San Diego, Lodi, etc. in California.
The New Moon was seen by 2 observers from 730 m above sea level. The sun disappeared behind the clouds at 17:37. The moon was first sighted with 8x30 binoculars at 18:07. At 18:10 the moon appeared to the naked eye but was partially obscured by clouds. The moon remained visible to both observers for 2 minutes with the naked eye. The following measurements were recorded by the observers: Temperature 70.5 degrees celsius; 29% relative humidity; Pressure 922 milibars.
The new moon was seen by other 2 observers. The moon was first seen through binoculars at 18:06. One observer saw the moon with the naked eye from 18:06 until 18:07 while the other observer saw the moon with the naked eye at 18:07 for less than a minute. The altitude of the observation site was approximately 900 meters above sea level.
Another observer saw the New Moon only with binoculars through the clouds for less than a minute."
Unfortunately most countries follow Saudi in Thu Al-Hejjah. I don't see any Islamic nor logic reason to do so ! Having Al-Hajj in Saudi does not mean all countries must celebrate Al-Eid as Saudi. At least this was not being done at the Prophet Mohammad ASWS. They didn't even have telecommunication means to spread the news about seeing the crescent in Mecca, and so every area followed its own visibility. Anyway, following Saudi in Thu Al-Hejjah became just a habit, and actually a bad habit !
